Starting Date / Initial Contract Details: 20 July 2026, full time, 24 months

Role Summary: Research new funding sources, prepare specific bids, proposals and reports for submission to institutional donors as well as donor relationship management and maintenance of appropriate information systems. Provide strategic support, monitor, review and evaluate all aspects of Medair programmes.

Project Overview: Emergency health projects targeting displaced, war affected and vulnerable populations in Eastern Congo. WASH interventions in health centres and as part of a health emergency response. Opening humanitarian access to remote areas to facilitate referrals, programme operations and access to market.

Workplace & Conditions:

This is an isolated position based in the big city of Kinshasa. Kinshasa has many NGOs and expats.

Responsibilities:

• Donor Relations Management

Analysis of institutional donor humanitarian policy, strategy and practice and maintenance of efficient donor relationship management. Administer the drafting and presentation of all new concept notes, proposals, and associated budgets.

• Grant Management

Establish, maintain appropriate systems and procedures to ensure the compliance with donor contracts. Know requirements of donors and contracts to advise senior management regarding eligibility of expenses, budget flexibility & spending deviations

• Programme and Quality Management

Contribute to development & implementation of a sustainable country program strategy in line with the Humanitarian Response Plan (HRP) developed by OCHA. Ensure the consideration of funders technical guidelines in proposal writing

• Communication

Develop, network and maintain good relations with the in-country representatives of relevant stakeholders to secure the presence of Medair in the country. Supervise the work of the Communication Officer (CO)

• Official Representation

Oversee work of Liaison Officer in dealing with the national government & keep tabs on renewal of official documents, delivery of work visas, official paperwork, etc. Participate in donor meetings, embassies, coordination forums & maintain contacts

• Base Management

Manage the Kinshasa budget & manage Kinshasa team. Facilitate visits to Kinshasa from bases (arranging appointments, accommodation etc. Oversee contract with government liaison partner for processing visa applications, registrations et[DM1.1]

Qualifications, Experience & Technical Competencies

• University degree in a relevant subject - Management / Development Studies / Business Administration or related

• Good written and verbal French & English language

• Three years overseas work experience, preferably with a relief and rehabilitation NGO

• Excellent interpersonal/team, negotiation, communication & networking skills including with donors.

• Able to work with project budgets. Proven and successful report and proposal writing skill
