Role Summary
Lead and manage emergency WASH programming for the ERT, ensuring timely, high-quality delivery of interventions within budget and donor requirements. Oversee project planning, implementation, and reporting while ensuring adherence to humanitarian standards. Provide leadership to WASH teams and drive effective coordination with partners for rapid emergency response. Support assessments, proposal development, and continuous programme improvement.
Project Overview
The Emergency Response Team (ERT) delivers rapid, multi-sectoral humanitarian assistance across South Sudan, focusing on reducing morbidity and mortality during acute emergencies. WASH interventions include safe water supply, sanitation, and hygiene promotion in response to displacement, disease outbreaks, and natural disasters. The ERT operates nationwide through integrated teams (WASH, health and nutrition). Multiple emergency responses are often implemented simultaneously in complex and hard-to-reach environments.
Workplace & Conditions
Field based position in Juba, South Sudan with frequent travel to remote field locations across South Sudan. Operating environments are often logistically challenging, with basic living conditions.
Responsibilities:
Technical Design and Oversight:
- Lead the planning, implementation, and monitoring of ERT WASH projects in line with donor proposals, within agreed budgets, and in compliance with Medair, donor, and international standards.
- Provide technical input and support to the team, monitor project implementation, and ensure the quality of construction activities and training delivery while providing guidance for continuous improvement and future interventions.
Staff Management and Leadership:
- Manage, supervise, and build the capacity of WASH teams through performance management, training, and staff development planning.
- Ensure appropriate staffing, deployment, and that teams possess the technical skills required for emergency assessments and interventions.
Coordination & Reporting:
- Coordinate with WASH Cluster, NGOs, UN agencies, and government stakeholders to strengthen response planning and collaboration.
- Ensure timely, accurate reporting to donors and internal systems, including progress tracking, situation reports, and documentation of interventions.
Logistics & Operational Support:
- Oversee procurement planning, supply chain coordination, and stock management in collaboration with logistics teams to ensure timely delivery of materials.
- Maintain strong accountability in warehousing, transport, and field-level operational support.
Financial Management:
- Manage and monitor project budgets, approve field expenditures within delegated limits, and oversee cash accounts.
- Prepare cash forecasts and ensure strong financial control and compliance with donor requirements.
Security Oversight
- Conduct security assessments and support safe access to new locations in coordination with relevant focal points.
- Ensure adherence to SOPs and promote effective communication and risk-aware operations within teams.
Qualifications & Technical Competencies:
- University degree in WASH-related field (e.g. civil engineering, public health, or similar)
- Minimum 3 years’ experience in WASH programmes in a developing country, preferably in a humanitarian context
- Proven experience managing projects and teams in complex or insecure environments
- Fluent English (spoken and written)
- Strong IT skills (MS Office) and ability to operate in low-resource communication settings
