Role Summary 

The WASH Project manager is responsible for the implementation, management, supervision and support of the assigned infrastructure and/or WASH project(s) that are being implemented in Petit Nord Kivu, DR Congo. The WASH activities go alongside emergency health focused projects that target displaced, war affected and vulnerable populations in NE Congo.  

Project Overview 

Medair implements emergency programmes in easter DR Congo, focused on health, nutrition and WASH support, and is significantly scaling up its programming in response to the recent Ebola outbreak. WASH projects will be implemented alongside emergency-focused Health and Nutrition projects in remote, hard to reach or underserved areas, assisting displaced, war-affected and vulnerable populations. Medair maintains capacity to respond to emergencies such as disease outbreak or displacement.

Workplace & Conditions 

Goma, Nord Kivu province, with regular travel to the field location and to villages in project areas. Occasional insecurity may cause periods of restricted movement. Goma is a moderately sized town and there are other NGOs and UN agencies present which contribute to social life. There is a mobile network and internet most of the time.  

Responsibilities:  
Project Management:

Manage assigned WASH &/ Infrastructure project(s) to deliver objectives on time, within budget, and to required quality standards. Monitor and supervise activities, plan for project exit, and report on progress.

External Coordination:

Communicate and coordinate with local stakeholders, including affected communities, local authorities, and other humanitarian actors. Ensure effective representation of Medair in coordination fora.

Staff Management:

Line-manage the WASH team for assigned project(s), providing coaching and technical supervision. Recruit WASH and Infrastructure staff for new projects in collaboration with HR.

Financial Management:

Manage the WASH budget for assigned project(s), ensuring expenditure remains within budget and spending is effectively monitored. Develop budgets for new WASH projects.

Logistic Management:

Ensure timely procurement of project supplies and services in accordance with budget and project design. Own and maintain the procurement plan for assigned project(s).

Qualifications, Experience & Technical Competencies:  

University degree in Water / Environmental Engineering, Management, Civil Engineering or Hydrology  

Good English (spoken and written), Good French (spoken and written)   

At least 2 years of post-qualification experience in a water and sanitation 

Management experience in a WASH context  

Experience working in a WASH programme in a developing country, preferably in a humanitarian context

Behavioural Skills  

Strong servant leadership skills with a consultative management style 

Team-player with good inter-personal skills

Good communicator, able to pass on information efficiently.

Creative, open-minded, flexible, self-learner, with good understanding of cross-cultural issues  

Capacity to work under pressure and manage personal stress levels
