BACKGROUND:

Medair is increasingly collaborating with local partners as a modality of programme implementation. However, Medair lacks a comprehensive set of centrally approved tools and training to support partnerships, leading to inefficiency and inconsistency as tools are reinvented per programme and a lack of clear visibility and control from the Global Support Office. Medair has recently acquired access to some funding to support the development of tools and training for local partners. However, there is insufficient spare capacity within the International Programmes Teams to lead this project, therefore a consultant is to be hired to work on this project.

PURPOSE:

Working in close coordination with Medair’s Partnerships Focal Point and Deputy International Programmes Director, lead the development of a standardised due diligence procedure, taking into account different levels of risks and types of partnership. Review and consolidate existing materials from various Medair country programmes plus external “good practice” resources to develop a standard set of tools and training materials to be used in strengthening the capacity of local partners to meet donor requirements and be able to apply for funding independently. The Consultant will actively contribute to the development of pragmatic and feasible solutions that meet Medair (Global Support Office and International Country Programme) and donor requirements and are fit for purpose, as well as delivering “train the trainer” training to country programme staff who work with local partners.  

OBJECTIVES:

Create and roll-out standardised processes, tools, templates and training for partner management.

OUTPUTS:

Phase One:

Categorisation system for partners based on risk level and types of project.

Summarising due diligence requirements of Medair’s key donors.

Standardised due diligence process flow chart(s) with different tiers for different levels of risk/ types of partnerships.

Due diligence checklists linked to the process, including donor-specific annexes specifying any additional donor-specific requirements.

Work with Medair MedEx focal point to support “translation” of process flow into requirements for a digitalised process.

Partner capacity assessment tool.

Review of existing partnership tools resulting an approved set of documents for global use.

Phase Two:

Modular training package linked to the output of the partner capacity assessment.

Delivery of “train the trainer” training to Medair staff (remotely via Teams).

ACTIVITIES:

Design Process

Design a process that groups partners into 4 categories based on level of risk/ complexities of compliance requirements

Determine due diligence requirements for each category

Determine partner capacity assessment requirements for each category

Document the Process

Create process flow chart(s) for the new process (covering each category)

Create due diligence checklists per category

Create partner capacity assessment template per category

Work with MedEx focal point to review and update user requirements for digitisation of the process

Create Templates

Create approved set of templates for global use covering the different stages of the partnership life-cycle (identification, registration, due diligence, capacity assessment, contract/sub-award agreement, training/ capacity strengthening tracker, partner reporting, partnership review).

Design Training

Develop a suite of modular training, linked to the capacity assessment template, that covers key areas to help strengthen a local partner’s ability to meet donor requirements, apply for funding and operate independently.

Deliver Training

Deliver “train the trainer” training to Medair staff who will be responsible for training local partners.

SCOPE:

Programmatic partnerships, with a strong focus on partnering with local actors.

METHODOLOGIES & TOOLS:

No specific methodology is dictated. However, Medair will make available current tools that can be adapted, as well as the Charter for Change (C4C) due diligence tool as a basis for further development.

The Consultant is expected to provide a proposal outlining planned approach/ methodology, estimated timeframe (based on the table below) and proposed fees.

The Consultant will be contracted to work for up to 20 hours/ week (which may be spread over the whole week or limited to specific days, according to the Consultant’s preference).  

CONSULTANCY FEES AND TERMS OF PAYMENT

The consultancy fees payable to the Consultant will be XXX.

The consultant is expected to work at 50% (i.e. approximately 20 hours/ week), to ensure that the need for Medair’s input and review does not become a bottleneck for progress.

Half of the consultancy fee will be paid into a bank account designated by the Consultant upon completion and approval of the Phase One Outputs.

The remaining amount will be paid upon completion and approval of the Phase Two Outputs.

Following confirmation that the outputs are accepted, payment will be made within 30 days of receipt of invoice.

Quotations must include VAT if applicable.

CONSULTANT RESPONSIBILITIES

Within the necessary timeframes:

Obtain sufficient medical and professional services insurance coverage. Proof of adequate coverage must be submitted to Medair before the starting date of the contract.

Submit proof of registration as Consultant or tax payer ID (where applicable) to Medair before the starting date of the contract.  

Provide laptop, software, or any other relevant and necessary equipment for report writing and personal use (not chargeable to or reimbursable by Medair).

MEDAIR RESPONSIBILITIES

Provide access to existing tools and templates.

Make staff available to discuss requirements, review proposed tools and provide feedback.

TRAVEL

No field travel is expected.

Any need for travel to Medair’s Global Support Office will be evaluated with the consultant and reimbursement agreed.
